Susan Silver has extensive litigation experience challenging the actions of public employers at every level. Before joining Rains Lucia Stern St. Phalle & Silver, PC (“RLS”), Susan honed her craft at Silver Hadden Silver + Levine for 33 years. She regularly counsels tax-exempt public employee unions on the intricacies of corporate formation and conduct while otherwise providing guidance to clients on diverse employment-related matters.
Susan’s reported cases include McManigal v. City of Seal Beach, which helped to broaden the rights of public safety officers to an administrative appeal, and City of Los Angeles v. Superior Court (Labio), which upheld the rights of public safety officers to be informed of the nature of an investigation into their activities prior to an interrogation. Susan has also advocated on behalf of the rights of public safety employees as an amicus curiae in other reported cases, including Williams v. City of Los Angeles, Fukuda v. City of Angels, and Farmers’ Insurance Group v. County of Santa Clara.
Susan’s peers have repeatedly recognized her as a Southern California Super Lawyer.
She is licensed to practice in all California state courts and the U.S. District Court for the Central District of California.
