Rockne (“Rocky”) A. Lucia, Jr. is a founding principal at Rains Lucia Stern St. Phalle & Silver, PC (“RLS”). He has extensive experience in representing and advising labor associations on all matters, including contract negotiations, grievances, unfair labor practices, bargaining unit certifications and modifications, meet and confer rights, pension rights, retirement benefits, mediation and arbitration. Rocky has negotiated numerous collective bargaining agreements for labor clients. He represents association clients throughout the State in negotiations, impasse proceedings, binding interest arbitration, state court actions, federal and state grand jury investigations and federal consent decrees.

As legal counsel for many of the firm’s association clients, Rocky also provides advice on tax exempt matters, incorporation, bylaw drafting and interpretation, association governance, employment matters, officer and director liability and general contract matters.  Rocky incorporates enhancing political and media relations with association clients into his practice.

Rocky has extensive experience representing individual peace officers in disciplinary matters, critical incidents, internal affairs investigations, disciplinary arbitrations and grand jury investigations.

In 1978 Rocky earned his undergraduate degree from St. Mary’s College of California. He began his career in labor relations in 1979, when he worked on peace officer legislation for the Peace Officers’ Research Association of California in Sacramento. In 1983 Rocky earned his law degree from the University of the Pacific, McGeorge School of Law, and later that year was admitted to practice law in California. Rocky is also admitted to practice in the Northern, Central, and Eastern Districts of the federal courts in California.

As a featured speaker and instructor, Rocky offers his perspective and advice at classes, seminars and forums on collective bargaining, pension and retirement rights, unfair labor practices, critical incidents, internal affairs investigations and line of duty death and disability. He has been a speaker at seminars and events sponsored by the Peace Officers Research Association of California, Harvard Law School – Labor & Worklife Program, Correctional Peace Officers Foundation, Alameda County Chief’s Association, Contra Costa County Chiefs Association, Solano County Chiefs Association, California Peace Officers Association, San Jose State University, Labor Relations Information System, International Municipal Lawyers Association, California State Sheriffs Association and the Public Retirement Journal.
