Doug Foley has been with RLS since 2010 as a stalwart member of the Legal Defense Group. Doug has handled progressively important roles including assigning cases in Northern California, managing critical incident responses and helping to supervise our intake staff. Over the years, Doug has developed a reputation as being a “go-to” problem solver for association leaders who rely on him for his discretion and sound judgment as well as his legal acumen. Doug will continue to work in our Pleasant Hill office. Doug received his J.D. from the University of Utah, S.J. Quinney College of Law and previously served as a deputy district attorney in Contra Costa County.

Nicole Pifari began her career at RLS in 2016. Nicole represents peace officers in criminal prosecutions, complex administrative actions and civil suits, as a key member of our Legal Defense Group. She has established herself as a preeminent trial lawyer whose tenacity and passion have won accolades from clients, jurors and judges. Earlier this year, Nicole’s successful defense of a San Francisco police officer, who was purportedly the first member of the department to face criminal charges for a use of force, was a stunning rebuke of the then-district attorney and had national implications. Nicole is based in our San Francisco office. Nicole received her J.D. from the University of California, Hastings College of Law and is a former police officer.

Zachery Lopes joined RLS in 2013. During his tenure at RLS, Zach has become a keen and creative litigator in the critical intersection between administrative defense and collective bargaining. He has secured important victories for our clients in the superior and appellate courts including a recent multifaceted strategy that returned several officers to work in the aftermath of a high profile shooting. In addition to his legal work, Zach initiated and continues to edit our quarterly client magazine. Zach is assigned to the Collective Bargaining and Labor Litigation Groups in Encino but has substantial experience in representing our clients in defense matters. Zach received his J.D. from the University of the Pacific, McGeorge School of Law. Zach previously worked at another law enforcement services firm.
