Joshua Horst is a labor representative working in the Rains Lucia Stern St. Phalle & Silver, PC (“RLS”) Collective Bargaining practice group. Prior to joining RLS, Josh served as a police officer for eighteen years with the Newark Police Department. While at Newark PD, Josh was elected to the Newark Police Association Board. During his eight years on the Board, Josh served as the Vice President and then President. While working with his Association, Josh was involved in numerous MOU negotiations, grievances, meet and confers and also represented members in administrative investigations. Prior to becoming a police officer, Josh worked in the financial industry.
