Jonathan is on the Critical Incident Response Team for RLS and regularly responds to investigations of Officer Involved Shootings and In-Custody Deaths. Jonathan is experienced in litigating issues related to the Public Safety Officers’ Procedural Bill of Rights Act (“POBRA”) and has handled multiple writs of mandate in the courts, enforcing and defending the rights of peace officers. Jonathan also teaches courses on POBRA, administrative investigations, Critical Incidents (including OIS’s) and recent changes in certification, use of force and police confidentiality laws.
Jonathan earned his law degree from the University of San Francisco. While in law school, Jonathan served as a mediator for the San Francisco Superior Court, Small Claims Division, and was the President of the Labor and Employment Law Students Association. Jonathan received a BA in Political Science from the University of California, Berkeley. While at Berkeley, Jonathan played on the offensive line for the Cal Football team.
Besides California state courts, Jonathan is licensed to practice in the U.S. District Court for the Eastern District of California.
