Joe Higby is a labor representative in the Rains Lucia Stern St. Phalle & Silver, PC (“RLS”) Collective Bargaining Practice Group. Prior to joining RLS, Joe spent over 30 years with the Concord Police Department working in several non-sworn roles before serving 26 years as a police officer. His assignments included Patrol, Field Training, Financial and Major Crimes Detective, Crime Scene Investigations Corporal and Mental Health Evaluation Team Corporal. He served for 17 years on the SWAT team as a Crisis Negotiator and spent four years assigned to the Northern California Computer Crimes Task Force as a Digital Forensic Examiner.

Joe was a very active board member of the Concord Police Association for 13 years and served as the CPA president for 6 years. He was on every contract negotiations team beginning in 2002 and handled numerous grievances, meet and confers and represented individual members in low level investigations.

Joe attended the California State University, Sacramento and graduated with a B.A. degree in Psychology.
