Officer-Involved Shooting and Force Investigations
November 17 - November 21
South Bay Regional Public Safety Training Consortium is hosting an ICI Officer-Involved Shooting and Force Investigation course in Monterey between November 17 and November 21st, 2025. RLS Principal Michael L. Rains will speak during this course.
This POST Institute of Criminal Investigation (ICI) scenario-based training course is designed for experienced detectives who are assigned to investigate law enforcement involved critical incidents including officer-involved shootings, use of force incidents and in custody deaths.
Topics covered throughout this course include understanding stakeholders, lawful and unlawful force, physiological and psychological changes (human factors), administrative and criminal investigations, legal considerations and courtroom testimony, crime scene reconstruction, video forensics, taser incidents, excited delirium related deaths and contemporary critical incident case studies.
Students in this course will be assigned to a critical incident / officer-involved shooting investigative team. Each team will respond to a different use of force incident scene and conduct an investigation into their scenario incident. Their tasks will minimally include crime scene management and documentation (sketch/diagram, photography and videography), conducting interviews and obtaining statements (involved parties and witnesses), and evidence collection/preservation. The course will culminate with each group providing a scenario factual presentation to a panel of experts.
