Damian brings 24 years of experience as a police officer and police sergeant to Rains Lucia Stern St. Phalle & Silver, PC (“RLS”). He has served in positions such as Patrol, Field Training, Investigations, Special Enforcement, K9, Patrol Supervision, Field Training Supervision, Internal Affairs, Administration, and Traffic Supervision.

During the course of his career, Damian spent approximately 15 years as a member of both police and police management associations, including serving as executive board member for the Inglewood Police Association and President of the Inglewood Police Management Association. After lateraling in 2005, Damian served on the executive board of the Costa Mesa Police Association. Damian gained experience in labor negotiations on the IPMA negotiations team, eventually becoming the lead negotiator for the IPMA. With the CMPA, Damian was appointed as the lead negotiator and continued in that position from 2007 until his retirement in 2014.

Before joining RLS, Damian joined Silver Hadden Silver + Levine as a Labor Representative in 2015. Damian looks forward to utilizing his personal experience with labor and collective bargaining issues to provide quality service to our clients.
